_____. (1981).  Qualified Citation Indexing Project. Information Retrieval Program 'SOUCIT.' Users Manual, Version 1.0. 

This operating manual was constructed for the first version of the experimental database system SOUCIT, a qualified citation index for educational technology designed by the Computer Services Unit of Robert Gordon's Institute of Technology (RGIT) in association with the Scottish Education Department. The database comprises 45 references generated from four key articles on evaluation. In addition to the characteristics of a citation index which links references with other more recent works, the Qualified Citation Indexing Project also describes the relationship between the citation and its content by using "qualifying" terms or "relational qualifiers." Form, type, and language of publication are indicated as well. Search strategies allow author entry by listing (1) ALL publications by an author, (2) CITING papers which identify publications and their references, or (3) a CITATION SEARCH, which identifies publications by an author cited by other authors; access by subject keyword is not currently available. Search procedures are included for the three author entries. Appendices include the authors' names that are in the database and sample searches for the three strategies. The 2-year project is being carried out by Aberdeen University Teaching Centre and the RGIT School of Librarianship.

_____. (1984).  Quality Education in the Equality State. A Report of the Blue Ribbon Committee on Quality Education in Wyoming. 

This report by Wyoming's Blue Ribbon Committee on Quality Education focuses on four basic recommendations through which student preparation could be improved. First, the elementary, secondary, and college curriculum in the state needs to be better defined and integrated. Second, educational processes must make more effective use of available technology. Third, education must focus on preparing students to cope with technological and social change. Fourth, the general public must be encouraged to support efforts to achieve educational excellence at local and state levels. The report makes general recommendations in the areas of student use of time and making schools more effective, then provides 15 specific recommendations pertaining to elementary and secondary education, professional staffing, and state management of education. These specific recommendations concern high school graduation requirements, statewide program evaluation, college preparatory programs, college entrance requirements, basic skills education, development of thinking and problem-solving skills, curriculum integration, individualization of education, concern for the whole child, competency-based teacher employment, professional development for teachers, temporary certification, administrative accountability, state coordination of data collection, and development of a statewide electronic communication system for instruction.

Developed to promote excellence in Ohio's school libraries, this document is designed to: (1) provide a rationale for integration of the school library into the total education program; (2) delineate the dimensions of service of a dynamic K-12 library program; (3) identify essential components of an effective K-12 library program; (4) provide a practical guide for planning a district library program; and (5) stimulate thinking about emerging trends and developments in the field of library science and educational technology. In addition, 14 appendices provide a nine-page bibliography; minimum standards for expenditures; Ohio certification requirements; information on library volunteers; collection guidelines; a library needs assessment form; weeding suggestions; copyright information; recommendations concerning space, access, and furniture; a compliance checklist; a self-evaluation form; the Library Bill of Rights; American Library Association Policy Statement; and a list of library media professional associations.

Quinn, D. William; Williams, David D. (1987).  Statewide Evaluation Report on Productivity Project Studies Related to Improved Use of Technology To Extend Educational Programs. Sub-Report Three: Survey of Technology Projects throughout the United States. 

Telephone interviews were conducted with key individuals in each of the 50 states to gather information on both the most successful and the least successful technology-based educational projects at the elementary and secondary levels in each state. The survey was designed to elicit information on the following: (1) the instructional needs addressed by technology-based distance learning projects; (2) the subject matter areas involved in these projects; (3) the levels and types of students for whom these projects are intended; (4) the technologies used by these projects; (5) results of evaluations of the effectiveness of these projects; (6) the participants' perceptions of the instructional value of the projects; (7) the cost-effectiveness of the projects; (8) and other instructional needs not addressed by the projects. This report provides a description of the survey methodology and procedures; a summary of the results of the analysis of data for each of the questions that were obtained through the interviews and any associated materials collected from the states; and six suggestions for further inquiry.
